Your fee status mainly depends on your nationality and where you usually live now.
Fees are divided into 2 categories.

Changes to your fee status
By accepting an offer to study at UAL, you are agreeing to the fee status in your offer letter. In specific (but rare) circumstances, your fee status can change during your course.
